Photo by Mark Peterson, who says: "these pix (including the one yesterday of George Bush) were taken in the summer of 2000 when bush named cheney his
running mate…they are not photoshop …the color comes from the room
lite and flash combined ….and bush was really proud of himself that day
thinking he had made the right choice for vp and that's why he looks so
happy and pleased….he asked me and two other photographers what we
thought of the announcement (introduction press conference
of cheney as vp) and when one of the other photographers suggested that
it was a dull event (it was just cheney and him on a blank stage with a
podium) he went off on the photographer charles ommanney (who was the
campaign photographer and also supplying newsweek) and said what did you
want– balloons, a band etc, like he didn't even want to hear the
truth….kind of a preview of what was to come…"

Leaders or rulers?
The OP has a wrong first vowel that is consistent with a wrong pronunciation of the VP's last name — he explained on CNN TV, December 5, 2000 (as his wife Lynne has subsequently repeated) that the first /e/ in Cheney was always pronounced with a long, ee, sound until he became a public figure. See the first footnote to the Wikipedia entry for him. The Mississippi Supreme Court in the late 1920s held that common error makes the law, and now it seems to do more than that.
