&lt;p&gt;Lessing lived in the 18th century, and Lewis wrote the lines I&#039;ve just quoted in the 1980s, in his book Semites &amp; Anti-Semites. Being a member of a sovereign state, however, not only provides privileges, such as protection by a national military, but also liabilities. When a sovereign state commits crimes, like Nazi Germany did or like when the US invaded Iraq, then all of its citizens are collectively guilty for the illegal actions of their state, and should be held accountable. Palestinians are often collectively held accountable for the actions of non-state actors, even if those non-state actors claim to be acting on behalf of the nation, but Palestinians have no sovereign state, and so should not be held liable for crimes non-state actors commit. What turns this sovereign state logic upside down is force. Whomever prevails with force, also determines who receives the punishment, even if the punished are innocent of any involvement with the crimes and have no sovereign relationship with the perpetrators. Sovereign rights are used to inflate privileges that have no justification in the Twenty-first Century world, yet force still prevails, which is why the US should stop collecting guilt for arming Israel.        &lt;/p&gt;
