The legalize is very loosey goosey; so basically it's a question of politics; in the case of any NGO ostensible set up to help Pals in a humanitarian way, the usual practice is to go after the NGO like a pointer hunter dog; when it comes to a NGO set up to ostensibly help Jews in Israel as a humanitarian operation, the pointer dog is kept in his cage; he can sniff against the hex wire all he wants, he won't be let out of the cage to hunt down the fraud animal.
