Videos: Jerusalem Skunk

Israel/Palestine
on 57 Comments

It appears Israel’s ongoing incitement of Palestinian children has taken a particularly macabre turn. These videos have surfaced of Jerusalem police driving calmly through quiet empty East Jerusalem neighborhoods drenching elementary schools and residences with a putrid liquid with the stench of feces and rotting animal carcass, commonly referenced as “skunk spray”. 972+ has the story. “The skunk water targeted the A-Tur [Mount of Olives neighborhood] elementary school for boys, the elementary and high school for girls, a high school for boys and the ‘Basma’ elementary school for disabled children. All four schools are located on the neighborhood’s main street.”

As a result 4,500 children stayed home from school the following day:

In the A-Tur neighborhood, the police shot skunk water at four large schools, forcing the parents of 4,500 students to leave their children at home due to the unbearable smell. “It was this past Friday, at around 5:30 p.m.,” says Khader Abu Sabitan, a member of the parents’ committee in the neighborhood. “I was on the road and saw them pass with their machine, and saw how they began shooting water at the school. I’m telling you – there was nothing there. It is Friday at 5:30 in the evening, and there was no one in the school or on the streets. Nothing. Everyone was home. They went to all four schools in the neighborhood, shot the water, and left.”

Here’s another video taken in the neighborhood of Jabel Mukaber:

This form of collective punishment seems sadistic. I’m at a loss for a better term. Haggi Mater reports that “words cannot express” the stench, that “gagging is almost inevitable” and that it’s almost impossible to get rid of the smell.

The videos were given to 972+ to support resident claims that Jerusalem police had been using the spray routinely and arbitrarily. Evidently the practice of spraying the East Jerusalem neighborhoods has been going on for awhile and a complaint was filed with the police last August by the Association for Civil Rights in Israel (ACRI) . Palestinian residents have been meeting with human rights organizations but many are afraid to come forward and give testimony for fear of retribution. Because the practice is being used routinely, regardless of circumstance, the residence are at a loss as to how to respond.

The police claim that spraying the schools and homes is used according to regulations. Inquiries have been made seeking an explanation what those regulations are but the police have refused to tell them. Mater reports “ACRI has attempted to force the police to publish the regulations vis-a-vis the skunk” and that 972+ has also made inquires with the police and plan on publishing their response.

Read 972+’s full report here.

We’ve reported on the Israeli military’s practice of spraying villages in Occupied Palestine, but this is the first we’ve heard of police routinely spraying quiet Jerusalem neighborhoods.

Annie, have you seen the video of the skunk wagon that fell off the road in Jerusalem? It was shot by some kids from their home and it is worth the look.

wow, since july! unbelievable, not sure how this routine-ness escaped my attention. thanks to both of you.

Jerusalemites complained about the routine and indiscriminate spraying of the foul liquid at their homes, cars and businesses and said that the occupation has done this with increasing frequency since the 2 July kidnapping and murder by Israeli settlers of the Jerusalemite teenager Muhammad Abu Khudair.

On 10 August, ACRI said it had contacted the commander of Jerusalem’s occupation police “to request that he urgently clarify the details” of Israel’s use of the substance.

“Witness testimony reveals that the police indiscriminately sprayed the skunk liquid towards houses, people, restaurants brimming with people and in crowded streets, causing harm to innocent residents,” ACRI said. “Evidence suggests that in some cases the skunk repellent was arbitrarily used with no apparent justification and in the absence of any public disturbances.”

Kurtz: I’ve seen horrors… horrors that you’ve seen. But you have no right to call me a murderer. You have a right to kill me. You have a right to do that… but you have no right to judge me. It’s impossible for words to describe what is necessary to those who do not know what horror means. Horror… Horror has a face… and you must make a friend of horror. Horror and moral terror are your friends. If they are not, then they are enemies to be feared. They are truly enemies! I remember when I was with Special Forces… seems a thousand centuries ago. We went into a camp to inoculate some children. We left the camp after we had inoculated the children for polio, and this old man came running after us and he was crying. He couldn’t see. We went back there, and they had come and hacked off every inoculated arm. There they were in a pile. A pile of little arms. And I remember… I… I… I cried, I wept like some grandmother. I wanted to tear my teeth out; I didn’t know what I wanted to do! And I want to remember it. I never want to forget it… I never want to forget. And then I realized… like I was shot… like I was shot with a diamond… a diamond bullet right through my forehead. And I thought, my God… the genius of that! The genius! The will to do that! Perfect, genuine, complete, crystalline, pure. And then I realized they were stronger than we, because they could stand that these were not monsters, these were men… trained cadres. These men who fought with their hearts, who had families, who had children, who were filled with love… but they had the strength… the strength… to do that. If I had ten divisions of those men, our troubles here would be over very quickly. You have to have men who are moral… and at the same time who are able to utilize their primordial instincts to kill without feeling… without passion… without judgment… without judgment! Because it’s judgment that defeats us.

“One has to bear in mind that Israelis live in a largely mythic world, a somewhat modified and vastly simplified version of the Iliad. In this starkly polarized vision of reality, in which Israelis are by definition innocent victims of dark, irrational forces operating against them, heroic death in war always makes sense, and violent coercion is the option both of necessity and of choice. The Hebrew proverb says: “If force doesn’t work, use more force.” ”

One has to bear in mind that Israelis live in a largely mythic world, a somewhat modified and vastly simplified version of the Iliad.

Awfully unfair to the Iliad, in which by far the most sympathetic character is the Trojan Hector, most of the other Trojans, especially King Priam (but not Paris), are also treated sympathetically, some of the main Greeks, notably the leader Agamemnon, are presented as having serious faults, and even the hero of the epic, Achilles, is treated as having gone too far, as he is taught by King Priam in the climax of the poem. One cannot say that the Israelis’ mythic world merely modifies and simplifies this.

    • Israelis cross religious divide to shelter olive farmers from settlers’ attacks

[EXCERPTS] . . . Born in Tel Aviv, Ms Siew served in the army, took a university degree, then a teacher’s diploma. Thirty-six years ago, she took the tough decision to emigrate to London, telling her parents: “I won’t come back until there’s peace.” Ms Siew, who is now 64, remains an Israeli citizen but now lives with her British husband in Hebden Bridge. She has kept to her word, except that each autumn she comes back to stay in her hometown with her relatives and spends each day of the two-month harvest season picking olives on Palestinian farmland in the West Bank.
And Ms Siew does that for a purpose. Up on the ridge above us, you can see the red roofs of Itamar, a notably hard-line Jewish settlement, and she is here to help protect the Palestinian farmers from the threat of settler violence which has so often scarred the olive harvests.
. . . Last year, she was in a group in the South Hebron Hills confronted by settlers who fired shots from a pistol and an M16 assault rifle, despite the presence of the army and police. “Then one of the soldiers said, ‘Look, one of them is coming down with a jug of water for you’. The settler emptied the jug over me. It was full of human shit.” . . .

P.S. ANOTHER GROUNDBEAKING PRODUCT DEVELOPED IN ISRAEL AND COMING SOON* TO A COMMUNITY NEAR YOU:
“IDF Skunk Cannon Odorizes West Bank”, by Richard Silverstein, Tikun Olam, 3/06/13

[EXCERPT] The IDF routinely uses a truly disgusting weapon of war to maintain the Occupation: a skunk cannon. To the uninitiated, imagine instead of fire hoses and police dogs, Sheriff Bull Connor used a massive stream of raw sewage mixed with skunk oil and let it fly not just on the civil rights marchers but all the citizens and businesses in town. Then imagine you’re one of the victims and it’s flying at you from a truck the size of a small tank. The ostensible purpose of this vehicle is to disrupt protests on the West Bank. Keep in mind, that these are for the most part totally non-violent incidents in which demonstrators are expressing their legitimate opposition to issues like building the Separation Wall, which in itself is an illegal project under international law. In short, the purpose of the skunk cannon is not to break up violent rallies or protect the IDF from the wrath of Palestinians. It is purely meant to suppress the political will of the Palestinian people.
Ynet reports (Hebrew) that in addition to spraying protesters, those who operate the vehicles randomly spray residential homes and businesses having nothing to do with the demonstrations. This is collective punishment . . .

ENTIRE ARTICLE – link to richardsilverstein.com

      *P.P.S. FROM WIKIPEDIA [Skunk (weapon)]:

[EXCERPTS] “Skunk” is a malodorant, non-lethal weapon used for crowd control by the Israeli Defense Forces. Deriving its name from the animal of the same name, “Skunk” is dispersed as a form of mist, fired from a water cannon, which leaves a terrible odor of rot or sewage on whatever it touches. It does not wash off easily and is said to linger on clothes for up to five years.[1] . . .
. . . It was sprayed in late June 2014 throughout Bethlehem’s Aida refugee camp in what residents describe as an ‘unprovoked and unexpected’ attack, though it is regularly used according to B’tselem, against Palestinian villages where demonstrations are frequent. Among Palestinians, the liquid is known simply as “shit”.[4] In rebuttal to a B’tselem report, the Israel Defense Force stated that ‘Skunk’ is used only when demonstrators become violent or engage in vandalism and detailed the rules of engagement in which it is used.[5]
According to David Ben Harosh, head of technological development for the Israeli police, the recipe is based entirely on natural organic ingredients, including yeast and baking powder, does not include any harmful materials, and may even be ingested without causing harm. The inventors plan to market Skunk to other forces worldwide. . .

SEE: “Netanyahu tries to deport Arab-Jerusalemites to Gaza”, By MEMO, November 07, 2014

Israeli Prime Minister Benjamin Netanyahu seeks to move Arab Jerusalemites to the Gaza Strip to reduce tensions in the occupied city, an Israeli newspaper has claimed.
According to Yedioth Ahronoth, during an emergency meeting held by Netanyahu on Wednesday evening, there was a feeling that a “new and effective security operation” should be embarked upon, “something that changes the rules of the game at once, otherwise we will enter into an Intifada”. They agreed that “what doesn’t succeed using force, succeeds using greater force!”
The newspaper added that the head of the Shin Bet Yoram Cohen, who supports Netanyahu’s plan, has the hardline approach to the situation in Jerusalem. It said he is ” strongly convinced by the effectiveness of [collective] punishments: the imposition of prison sentences and fines for parents whose children throw stones, the demolition of houses, deportation to the Gaza Strip, the collection of taxes by force.”
The Israeli police headquarters, the newspaper reported, supports Cohen’s position, as does the Mayor of Jerusalem Nir Barkat.
Israel’s Attorney General, Yehuda Weinstein, opposed the idea of collective punishment, saying he is not convinced that the imposition of such sanctions on relatives and neighbours would be a deterrence, and it may have the reverse effect: “The escalation of hatred and the search for revenge.”
During the recent war on Gaza, Weinstein supported plans to deport top Hamas leaders from the West Bank to Gaza.
Recent discussions held at the Israeli Ministry of Justice, with the participation of top experts in international law, concluded with the decision that “deportation is not possible”, because such a step would put Israel in the dock at the International Criminal Court in the Hague. . .

MY COMMENT: This is yet another example of the the urgent need to finally make Jerusalem an ‘international city’ pursuant to General Assembly resolution 181 (II) November 29, 1947, which provides for the full territorial internationalisation of Jerusalem: “The City of Jerusalem shall be established as a corpus separatum under a special international regime and shall be administered by the United Nations.”
Netanyahu recently made it clear (albeit speaking only in Hebrew) that as far as he is concerned there will never be a sovereign nation-state of Palestine in the West Bank (with, or without, E. Jerusalem as its capital). Consequently, unless Jerusalem is protected by virtue of its being made an ‘international city’ administered by the UN, it is just a matter of time before the Dome of the Rock, the Al-Aqsa mosque and numerous other historic sites come under existential threat as Israel’s radical, extremist nationalists (like Yehuda Glick and Moshe Feiglin of the Temple Institute) become more and more determined to completely “Judeaize” the city.

“Skunk” was developed by the United States as a tactical non ( or less than) lethal crowd dispersal, and/or area denial type tool, as an alternative for live fire. Like for when mobs swarm an embassy or an aid convoy.

The way the Israeli government is employing this technology is a clear declaration of their strategic objectives, to force the Arab population to abandon their homes and property to make way for their expansionist objectives. Harass, humiliate, disrupt social and economic systems until they leave “voluntarily”

I’m sure, if we are just patient some of the usual supernumeraries will be here to explain that, while they, personally, “don’t approve” of such things, this is indeed meet, just, and probably part of Israel’s “normalization”.
