War Against the People: Israel, the Palestinians and Global Pacification

In his necessary, dystopic book, Jeff Halper shows how Israel’s choice of warfare in 1948 — what Abba Eban in 1949 called choosing the doctrine of “established fact” over “prior consent” — has led to the “Jewish State” being in the forefront of development and sale of control systems of populations, practicing on Palestinian Arabs what is increasingly applied to us all.

The story Jews tell of themselves is the story of a people with a keen sense of vulnerability and serial survivance. At every generation, we told ourselves, someone rises up against us. In Egypt, a new king arose, who did not know Joseph, and in Persia Haman had a grudge.

For European Jews, after the Enlightenment, Emancipation and wars, the 19th and 20th centuries rang with questions “What is a Jew?” and “What is our place?” European Jews knew how to keep separate. To participate brought more difficulties than to be a people that dwells apart.

At the first Zionist Congress in 1897, Max Nordau complained in a speech that Jews had been emancipated as a matter of logic, but not with a feeling of fellowship:

“Every man is born with certain rights; the Jews are human beings, consequently the Jews are born to all the rights of man. …not through fraternal feeling for the Jews, but because logic demanded it.”

The genius of the Zionist movement — with its linguistic and cultural components — was as an attempt to keep Jewish unity as the revolutionary change and possibilities shook traditional, socially distinctive Jewish life. As educator Solomon Schechter said, he supported Zionism in order to fight the menace of assimilation that frightened him more than pogroms.

Youths would train in Zionist clubs to learn Hebrew and adopt Zionist virtues. Those who could not travel personally to join the project could contribute and work towards the new-old homeland from where they lived.

Jewish nationalists would make Jews a “normal” people — bearing farm implements and arms, confident, on their land, psychologically healthy. The shtetl jew and the neurotic Jew would disappear, replaced by the yeoman farmer tilling Hebrew soil.

Says the hero of a 1916 Zionist short story, “We need work of a patient, simple kind… The return to agriculture will be the redemption of our race… Here (in Palestine) my soul was bred, the soul of my race. What a sense of peace has come to me!”

The history of the Jews, whose persistent existence is dedicated to a spiritual covenant, makes an ironic backstory to Halper’s meticulous depiction of today’s Israeli military-security commercial titan, whose skills were sharpened in 100 years of creating “facts on the ground.”

With Jewish land and crops in Palestine came a system of protection. HaShomer, reported Hadassah founder Henrietta Szold in 1915, were “a self-constituted and self-governed company of Jewish youths, revolver armed, most of them noted for zeal and ebullient enthusiasm.”

Zionist Jews attempted deliberate change from what Jews perceived to be their history. Instead of their fate depending on others, they would control their own fate, and of necessity control the fate of the Arabs in the land they would take as their own.

To Szold, the “few bloody, even fatal encounters between the two nationalities” were salutary, a sign of health. “The general impression appears to be that the Shomerim are innocent of aggression; they have gone to extremes only in self defense. Besides insuring the safety of Jewish property, Ha-Shomer has raised the dignity of the Jew in the eyes of his Arab neighbors.”

From Henrietta Szold’s account onwards, the Jewish nationalist strategy has been teaching a lesson, teaching respect, by overwhelming deterrence. As George Orwell noted, “there is almost no kind of outrage — torture, the use of hostages, forced labour, mass deportations, imprisonment without trial, forgery, assassination, the bombing of civilians — which does not change its moral colour when it is committed by ‘our’ side.”

Szold saw that the pattern would replicate:

“At all events, Ha-Shomer with its hundred and more members has become an absolute necessity in Palestine, and a picturesque feature in its rural life. The company is made up of the material needed for the pioneer bands that are to prepare outlying regions through occupancy by themselves for permanent settlement and cultivation by others.”

Jewish colonization of Palestine was defined by keeping the upper hand over the indigenes, and that has continued. Israel now is selling tested police technologies and methods to the world, an ironic development for a movement founded by members who knew well of the Czar’s and the Bolshevik secret police, and who feared the Cossack’s sword.

Israel became — as Hannah Arendt predicted — a Sparta, a military power, a martial society whose solvent for the Israeli identity is IDF service.

An important contribution of Israel has been the blurring of military and police functions into securitization and pacification of populations. Shared weaponry and tactics make the “War on [blank]” inanity apt for modern governments, with what Halper calles the MISSLE Complex — “the integrated use of Military, Internal Security, Surveillance, Intelligence and Law Enforcement.”

The use of cutting edge tech on the captive populations of the West Bank and Gaza may not be intentionally engineered, but it is certainly a “happy accident.” The “Start-Up Nation” needs a test bed to refine technical and social domination.

The Israeli military/police/security industry, Halper documents, pervades the peripheries of power, supplying governments from Colombia to Uzbekistan with drones, attack helicopters, missles, arms, and cyber eavesdropping systems.

From drones to electronic surveillance, from torturous interrogations to chronic surveillance and routine database building, Israel has pioneered our world. Notoriously, over the years Israel has been involved with governments of torture, terror and even anti-semitism, in Apartheid South Africa, Guatemala, and Argentina, among others.

Rania Khalek said, “Last year, three weeks after Israel was finished bombing Gaza, it held its annual drone conference, and many of the international buyers that came, what they saw was a lot of these weapons had been unveiled and used for the first time on people in Gaza, and that was a selling point.”

There is a dominance of the world’s cyber security industry by Israeli firms founded by military intelligence veterans. An interesting question is whether Israel will trade this dominance to serve Chinese or Russian power as the American umbrella folds.

Treatment of occupied Palestinians has been notorious in development of routinized programs to “harm the dignity and bodily integrity” of detainees, according to NGO B’Tselem, including isolation, stressful conditions of confinement, tying up prisoners in painful ways, beatings, degradation, threats and intimidation.

The occupation government has been liberal in the numbers of Arabs it has detained. Hundreds of thousands, possibly up to a million, Palestinians have experienced Israeli detention since 1967.

Part of Zionism’s innovation has been adopting the principle of endless war, so that “enemies” and the government are truly partners. As Randolph Bourne observed, “War is the health of the State.”

Israeli Defense Minister Moshe Ya’alon, the day following the Paris attacks of 13 November 2015, predicted Europe would “have to” follow Israel’s lead of prioritizing security over human rights. “We as a democracy are experienced in fighting terrorism, used to it. The Western democracies in Europe will apparently need to include such steps in their countries too to defend themselves.”

This is reminiscent of once and future PM Benjamin Netanyahu’s comment on 11 September 2001 that the New York attack was “very good” for Israel. “Well, not very good, but it will generate immediate sympathy….strengthen the bond between our two peoples, because we’ve experienced terror over so many decades, but the United States has now experienced a massive hemorrhaging of terror.”

The New York Times headed its report from Israel 12 September 2001, “Spilled Blood Is Seen as Bond That Draws 2 Nations Closer.” We can assume the November 2015 attack on Paris will only strengthen the idea of following the Israeli expert example.

Author Jeff Halper, anthropologist, is a founder of the Israeli Committee Against House Demolitions (ICAHD). He says that with the formation of Israel as a fighting state, “it leverages the development and sales of sophisticated weapons systems, military technologies, surveillance and security systems and counter-terrorist tactics into political influence, a ‘value-added’ to normal international relations.”

This is not to say there is no value to the image for American Jews of a courageous but gentle little Israel, an agrarian outpost of Jewish values — with the assumption that with their small numbers in the world, Jews cannot be tyrannical or oppressive.

Within the American political context, the image of innocence and vulnerability keeps the congressional pipeline going, whose major US weapons systems grants allow Israel to concentrate on specialized niche hardware and software in the limitless worldwide “homeland security” market.

Israel is a state that is defined by being “not Arab,” awkwardly because it has a significant Arab electorate structurally locked out from governing by Zionist parties, and to a comical extent now that more and more fanciful “lost Jews” from afar are being found for aliyah, to strengthen the non-Arab component in the “demographic balance” of Israel.

Systems of blackmail by military intelligence of Palestinians, creating informants, matrices of total police dominance is what Halper is talking about, next generation technology ramping up these tendencies, profiting internationally with no ideology or loyalty to anything except control as an organizing principle.

“Invasive though concealed surveillance and intelligence technologies are developed and perfected on Palestinians in the Occupied Territory through joint security industry-IDF endeavors, or from technologies coming from [military intelligence] Unit 8200,” Halper writes.

By the systems that rule, sold by Israel to governments from Brazil to Tajikistan, Jews in Israel and the diaspora may well eventually become a hunted, suspect population. The “national religious” component of Jewish Israel may believe their state is Jewish, but profit and access to resources is the Almighty in the scheme, and Zionist rule is for the moment useful.

There is nothing in the phenomenon of high-tech securitization of the world, “internationalizing Palestine,” that requires continuation of the Zionist government past its usefulness to the larger system. Chants of “Am Yisrael Chai!” may, when the time is right, be met with skunk water, rubber-coated steel bullets and next-generation crowd control gas. Governments that create “full spectrum dominance” of human beings are not friends of Torah.

It may be that we should re-examine the stories we tell ourselves. We’ve been given the land of Canaan once and then restored to it twice. Our situation is reminiscent of Lady Bracknell in Wilde’s play The Importance of Being Earnest:

“To lose one parent, Mr. Worthing, may be regarded as a misfortune; to lose both looks like carelessness.”

    An interesting article with some very interesting points. Yes the Zionist plan has worked in as much as Israel now has on paper one of the strongest military capacities in the world and Zionist Israeli Jews and their zombie twins in the US can chant “never again” until the crack of dawn and feel soooo good about themselves and what their “beleaguered” and “victimised” people have achieved.

    HOWEVER we are not in the year 1897,1926,1948,1967 or 1973. A LOT has changed including the nature and strengths of potentially opposing militaries,the strengths and battle trained capacities of “terrorist” groups such as Hezbollah and Hamas and the the growth and threat of fundamental Islam.Israel is surrounded by hundreds of millions of Muslims who loath Israelis not because they are Jewish but because they have murdered and oppressed fellow Muslims. All the play station military technology in the world cannot overcome that single and never changing fact.

    Stepping back and looking at 2015 Israel in the cold light of day it is a scrappy shitty little mixed up country of just over 8 million of whom 20% and growing are Muslim (leaving aside the West Bank and Gaza). Of the residual Jewish population an ever increasing number are loony tune Torah freaks and the balance range from demented Russian mafia types to Exodus Dream Americans having their John Wayne trips. Oh and don`t forget the Jewish Ethiopians etc imported as Jewish population ballast.

    All in all a pretty pathetic bunch who may have been capable of a boots on the ground war in 67 and 73 but would be screwed now if they had to fight without the play station controls. Certainly not a patch on the” brave” all as one zealots of 48,67 and 73.

    Trouble is the majority of them do still live in the”glory days” of 73 and when the shock comes as it will be massive and I don`t mean 15 year old kids with knives moderately wounding poor defenceless IDF heros.

    And all this is before you take into account BDS and growing international isolation.

    If I was a Jewish Israeli of the non Zionist Zombie variety I would grab my family and get the hell out of there at the earliest opportunity.

      I agree. The Israeli ‘army’ is more of a colonial police force than a real fighting force. They haven’t won a war since 1973, and it’s not for the want of trying – 4 ‘wars’ (actually massacres of mostly defenceless civilians) this decade alone. The rot started to set in as early as 1982, when the IDF – which had boasted that their army band could take over Lebanon – chickened out of entering Beirut, preferring instead to lay siege to the city and bomb civilians (up to 20K casualties) from the safety of the skies.

      Fast forward 24 years, and again the Israelis ran away from Lebanon as soon as their up-ended Merkavas would take them, their equally overrated ‘intelligence’ services having dismally failed to foresee what was in store for them. And that’s before we even plumb the depths of cowardice and incompetence we saw in Gaza last summer, as described in harrowing detail by Max Blumenthal.

      Amazing – or maybe not that amazing – that such a macho, militaristic society is actually so ‘soft’.

        Indeed. You could even argue that the only long-term result of Israel’s catastrophic war on Lebanon was the rise and endurance of kheezbalakh (who otherwise would very likely have been just another of the literally hundreds of militias who came and went in Lebanon’s brutal wars) and the resulting emancipation of Lebanon’s shias. Not quite what Begin had hoped for when he promised Israelis ’40 years of peace’, is it?

        by your calculations the USA is also a cowardly ‘police’ force who hasn’t won a war since the mid 20th century and therefore should be seen as soft. can people assume you view putin as heroic and the russians he commands brave hard men? analysis like this ask so many more questions about the poster then they actually answer about the subject at hand.

        But still-it is very good news that persons such as mx believe what he does about israeli ineptitude. hezbollah has made no such claims despite its iranian supplied arsenal of rockets which are its major deterrent for israel-not its brave fighters which it may well possess in the 1000s. when people think you are weak and cowardly it is always best to remain quiet and let them believe whatever makes them feel good.

        A ‘start up nation’ so technologically sophisticated that its army ‘accidentally’ bombs hospitals and refugree camps on the regular, is unable to deliver non-lethal injuries to unarmed assailants even at point-blank range and whose ‘intelligence’ services, as detailed above, clearly doesn’t have a clue what’s going on unless they’ve got informers doing the heavy lifting for them.

        Oh, and if ‘start up nation’ is such a roaring success, how comes it’s the biggest recipient of international charity in world history?

        i would answer that you are completely ignorant about the aid that israel receives from the US. If you are a US citizen you should learn more about the arms manufacturers who depend on the loan guarantees that israel repays in full. If you want to discuss one of the worlds largest “charity” scams you might start with the PA and the PLO and ask how the top 50-75 leaders are all billionaires or millionaires -most with property in other nations. But then that is standard practice for use of donations for Hamas, Hezbollah, clan leaders in Lebanon, and tyrant murderers like Assad, Sisi and Karzai. Bibi makes international news for his wife returning state soda-pop. Wondering what Mrs. Mashaal does when she hits the strip in Dubai?

    Thanks to the internet, the bloom is off the feel-good story of Israel we have been fed, and even in the mass media, there are occasional outbreaks of truth. The question is how long and how successfully the pro-Zionists will be able to maintain control of U.S. policy towards Israel. Once that control slips, Jewish supremacism in Palestine will be eradicated.

      The key point here is that not only the Internet is evolving but also the general conditions are changing. If you add up:
      -the spiraling out of control of terror violence by and their huge impact on people`s minds by the media-power and remember that it has only started in earnest and given little protection means (ones that are common in Israel) has infinite potential (as e.g. the train-terror incident that this time was luckily blocked)
      -the chaotic immigration into Europe which can vastly grow when people of other countries will get fed up with conditions in their own countries and try to go to normal places – it cis likely to turn into a flood of many, many millions – exacerbated by the worsening climate conditions, which jeopardizes the very existence of people (as the draught in Syria which played a big role in the insurgency there)
      -the increasing appetite of Russia for power and ramifications in Europe and the Mid-East,
      and that`s clearly a very partial list, you will see that “understanding” better what happened in the past must be of very little effect – the threats faced now and to be faced in the future are the things that really matter.

        “Understanding”? What are you talking about? It is very unhelpful to put quotation marks around something that is not a quotation.

        Are you saying that you think that people will be so occupied with present threats that they will be indifferent to what Israel has done, even when they understand the depth and breadth of the Zionist Jews’ crimes against humanity and the unnecessary suffering that Zionist power and influence in our government have caused, and will continue to cause, ordinary U.S. citizens?

    Great article. Wealthy elites are girding themselves against a resitive world population that the UN predicts will exceed 11 billion by 2100. The police states that are emerging today will become stronger, more abusive and lethal, especially when the destabilizing effects of climate change become more and more of a factor.

    The European Jewish elites always participated. The notion that the Rothschilds and other Jewish bankers were “a people that dwells apart” is ludicrous myth-history. The same is true for Freud and other Jewish European intellectuals.

        Let me begin by noting that I am not an expert on this topic. Based upon my reading,however, most of the segregation was forced on the ordinary Jews by the Jewish elites. We are mostly talking about the period of Rabbinical Judaism in which the Jewish communities were largely autonomous from the surrounding host community. The rabbis had considerable power over the local Jews who were subject to the rulings of the rabbinical courts which could punish them, including the death penalty. The liberation of ordinary Jews from the rabbinical authoritarianism of Classical Judaism came from the Gentile monarchs who restricted the power of the rabbis to inflict punishment for disobedience. This paved the way for the development of modern Judaism and the split between Reform, Conservative, and Orthodox Jews, the Orthodox being the heirs of Classical Judaism. A book I highly recommend is “Jewish History, Jewish Religion: The Weight of Three Thousand Years,” by Israel Shahak.

        It’s my understanding the that the hard-core segregationist Jews, dominated by their rabbis, were in Eastern Europe, mostly Russia and Poland. That’s who had the lust to re-create ancient Israel in Palestine, and who provided the manpower for the Zionist invasion of Palestine. Most Western European and American Jews were successfully assimilating into their societies and opposed the project. The Rothschilds were exceptions in the Western European Jewish community. But they had opportunities for enormous profits from a religious war in Palestine, and were major financiers of the “Zionist project”. The so-called “Balfour Declaration” was letter from British Prime Minister Balfour to British banker James de Rothschild. The declaration was not voted on by Parliament, only by Balfour’s cabinet. The one Jew in the cabinet, Edwin Montagu, strongly opposed the project.

        Western European and American Jews were won over to the project by the Holocaust, on the grounds it would provide a safe haven for Jews. Little did they realize they were being suckered into a perpetual war zone. It’s also possible that WWII itself was a manufactured war.     When Israeli Defense Minister Moshe Ya’alon refers to “democracy,” he is referring to capitalist democracy, that is, one dollar one vote. In other words, an oligarchic plutocracy. And since the oligarchs have no intention of changing our militarized society (soft fascism), then the more overt forms of coercive control (naked fascism) will come increasingly to the fore. So look forward to the Israeli developed matrix of control coming to the US and spreading throughout the Western (capitalist) democracies. Cheers!

    There is a fundamental fallacy in the analysis here in failing to distinguish between “the first to experience” and ”the originator”.
    Israel, by its proximity and being small (and with that a tempting target that promises an easy and quick success), was the first to experience, and therefore develop counter measures, what the others will do later. Islamic/Arab terror began with it (at least in earnest), hijacking airplanes and bombing cafes, and the general Islamic “victim ideology” which justifies violence.
    So now Israel finds itself already prepared to what other are just beginning to encounter – making it both a source of appropriate counter tools and countermeasures and a model for how to approach the developing broader threats.

    Don’t forget that CAP’s Neera Tandem gave BB an hour commercial time to not only promote Israeli policies with no serious challenges, BB also was able to push Israel’s “dominance of the world’s cyber security industry.” Think he actually mentioned sales to China during his “commercial.”

    Seriously misleading.

    Jewish colonization of Palestine was defined by keeping the upper hand over the indigenes, and that has continued. Israel now is selling tested police technologies and methods to the world, an ironic development for a movement founded by members who knew well of the Czar’s and the Bolshevik secret police, and who feared the Cossack’s sword.

    Slezkine documents the Jewishness of a remarkably high proportion of the Bolshevik leadership in its early years (45 percent of the Bolshevik Central Committee, 31 percent of Bolshevik delegates to the First All-Russian Congress, 40 percent of elected officials in the Red Army, 41.7 percent of the governing bureau of the Petrograd Soviet, etc.). In 1935 38.5 percent of the “leading cadres” of the Soviet secret police were Jewish, but Jews constituted only about 1.8% of the Soviet population.
