Why did IDF underestimate terrorists?
Obviously, many of those in the “Freedom Flotilla” were not engaged in a humanitarian mission. Had that been their prime motivation, they would have accepted Israel’s offer to escort them to Ashdod Port and arrange for the delivery of their supplies to Gaza, after security checks, over land. They also would have agreed without hesitation to convey a package from the family of the Israeli soldier held hostage by Hamas for almost four years in Gaza, Gilad Schalit.
Obviously, too, many of those who sailed toward Gaza were not “peace activists.” While those aboard five of the vessels in the flotilla did not violently oppose the IDF soldiers who came to intercept them, the video footage released by the IDF in the course of Monday confirmed earlier official descriptions by Israel of soldiers being premeditatedly and ruthlessly attacked as they tried to board the largest of the vessels, the Mavi Marmara.
Inexplicably, only a small contingent of naval commandos was dispatched to take control of a ship carrying hundreds of activists. And the commandos came on board carrying paintball guns, apparently under the misconception that the takeover of the Mavi Marmara would be, if not a game, then certainly not a confrontation with an enemy.
The IDF’s intelligence was clearly deeply flawed. As the footage showed, the outnumbered, under-equipped and incorrectly prepared commandos found themselves not grappling with unruly peace activists or demonstrators, to whom they had been ordered to show “restraint,” but being viciously attacked before they had barely set foot on deck. The clips showed clusters of people swarming around each of the commandos, and beating them over and over with clubs and bars in scenes sickeningly reminiscent of the lynching of IDF reservists in the Ramallah police station 10 years ago.
There was footage of one of the “activists” stabbing a soldier, of a petrol bomb being thrown at the troops, a stun grenade. And the troops themselves reported being sprayed with tear gas, attacked with iron bars, knives and sticks, and of efforts, reportedly successful in at least one case, to grab the pistols some were also carrying. There were reports of gunfire directed at the troops, and of soldiers jumping into the sea to escape attack.
Soldiers were fighting for their lives, said the IDF spokesman, Avi Benayahu (in Hebrew). “It was a lynch. It was an ambush.”
The navy chief, Eliezer Marom, told an early afternoon press conference that the resulting toll of the dead and injured could have been “much worse,” that the confrontation could have ended even more unhappily.
But it also could have ended a great deal better. At this writing, Israel is facing a battle to maintain diplomatic relations with the flotilla-sponsoring Turks, condemnation from much of the Arab world, milder expressions of concern and criticism from Western nations, a concerted diplomatic campaign against it at the UN, and exacerbated fears of internal and regional violence.
Defense Minister Ehud Barak noted that the Mavi Marmara was under the control of the Turkish Humanitarian Relief Foundation (the IHH), which he described as “a violent, extremist organization that supports terrorism.” Both he and Deputy Foreign Minister Danny Ayalon stated with good reason that the entire “Freedom Flotilla” had been a deliberate “provocation.”
In such circumstances, facing such hostility, it is hard to fathom why the IDF so underestimated the challenge its soldiers would face, and thus erred so strikingly over both its choice of how to thwart the flotilla, and over the number of soldiers, and the equipment, it sent into the battle at sea.
That Israel would lose the “media war” – against what were largely depicted internationally as well-intentioned human rights activists trying to defy the Israeli blockade by bringing supplies to Gaza – was a given. Successive governments refuse to take the “second battlefield” seriously – criminally ignoring the imperative to allocate the appropriate resources so that Israel is equipped to effectively articulate its various challenges ahead of time, and in real time, in international, diplomatic and legal forums.
Israel is being further overwhelmed day by day in the newer world of social media: Those aboard the flotilla, and their supporters worldwide, are proving to be expert exponents of Twitter and other instantaneous social media channels (as my colleague Amir Mizroch details in an op-ed elsewhere in these pages). Official Israel, by contrast, could barely manage to depart from Hebrew long enough to manage a statement and an answer in English at its major press conferences during Monday.
Israel was also further hampered by the absence of its prime minister overseas. When Prime Minister Binyamin Netanyahu was finally heard later Monday, speaking to the press with Canada’s Prime Minister Stephen Harper alongside him, his powerful descriptions of the way IDF soldiers were confronted on the Mavi Marmara – “they were mobbed, clubbed, beaten and stabbed,” he said – showed how effective a carefully articulated narrative can be.
But so much for the arenas in which Israel is routinely inept. What was so worrying about Monday’s performance was the military misjudgment and misassessment – and the potential impact on Israel’s deterrent capability of the failure to efficiently overwhelm the forces arrayed against it on what amounted to an enemy vessel.
Israel is concerned with eminently good reason about the smuggling of weaponry into Hamas-controlled Gaza. It may have felt it had no choice but to intercept a flotilla carrying it knew not what to the Hamas terror state. Why did it not anticipate that the activists and supporters of “a violent, extremist organization that supports terrorism” would act precisely according to type?

"The cease-fire acted as a life jacket for the organization [at the end of the Second Lebanon War]," a Hizbullah officer said in an interview aired by Channel 10 on Tuesday.
In the interview, the unnamed officer said Hizbullah gunmen would have surrendered if the fighting last summer had continued for another 10 days.
His statement sharply contrasted with those made by Hizbullah leader Hassan Nasrallah on several occasions since the monthlong war.
At the end of the war, Nasrallah said his organization had gained a "divine victory."
The officer shown on Channel 10 said the organization's gunmen had been running low on food and water and facing rapidly diminishing arms supplies.
The officer also said that many Hizbullah commanders were ordered to hide before the war started, and that the gunmen who remained were forced to fire Katyusha rockets from inside urban populations because of the IDF's efficiency in destroying launchers minutes after a launch had been detected.
He said that when the gunmen relocated to cities and villages, they knew innocent civilians would be hurt as a consequence.
The quick arrival of IAF jets at rocket-launch sites, sometimes only four to five minutes after a Katyusha was fired, "surprised" Hizbullah, the officer said.

which was involved in liberating that camp. Likewise George Oiye, of the 522nd Field Artillery Battalion: "We were not ordered to take Dachau; we just kind of stumbled on to it. I didn't even know it existed." Staff Sgt. Johnnie Stevens of the 761st Tank Battalion, which helped liberate Gunskirchen, a sub-camp of Mauthausen: "At the time, we did not know those camps existed. Our government lied to us. We were not prepared for what we found."
Army publications were no help. Consider the experience of Sgt. Richard Paul, a reporter for Yank, an army magazine for soldiers. In October 1944 - six months before Obama's great-uncle entered Ohrdruf Sgt. Paul submitted an article about the mass murder of the Jews in Auschwitz, the editors of Yank turned it down, saying it was "too Semitic." They told him to rewrite it so that it "did not deal principally with Jews." The army's other magazine, Stars and Stripes, was no different. It was not until April 1945 that Stars and Stripes finally published articles about
Nazi atrocities and concentrationcamps, and even then, the articles did not mention Jews.
The average GI reading Stars and Strips had no way of knowing that Jews were the main victims of the Nazis. The line followed by Yank and Stars and Stripes was unfortunately consistent with the approach of the Roosevelt administration as a whole. Calling attention to the fact that the Jews were being singled out for persecution would have increased pressure on the US government to grantthem refuge - something President Franklin Rooseveltdid not want to do.
The chiefs of the US Office of War Information instructed their staff that coverage of the Nazi mass-murders would be "confused and misleading if it appears to be simply affecting the Jewish people." A meeting of the American, British, and Soviet foreign ministers in Moscow in October 1943 issued a statement threatening postwar punishment for Nazi war crimesagainst conquered populations. It mentioned "French, Dutch, Belgian or Norwegian hostages ...Cretan peasants ... the people of Poland" but not Jews. In a similar spirit, General Eisenhower himself removed all references to Jews from a leaflet the Allies air-dropped over Europe in September 1944, threatening to punish anyone who collaborated in Nazi atrocities against civilians. Even President Roosevelt's 1944 message commemorating the first anniversary of the Warsaw Ghetto revolt- a rebellion by Jewish fighters - did not mention the Jews.

subject you cannot discuss it in polite society." On several recent occasions, President Obama expressed regrets about some past US policies and their impact abroad. Perhaps his visit to Buchenwald, and his memories of what happened to his great-uncle, will inspire the president to say a few words about the Roosevelt administration's appalling policy toward Europe's Jews during the Holocaust and about the lessons to be learned, in order to help stop genocide today. Fatah official warns of outcome if proximity talks fail.
Fatah does not rule out the possibility of resuming an “armed struggle” against Israel if the US-sponsored proximity talks fail, a senior Fatah official said on Saturday.
Abbas Zaki, a member of the Fatah Central Committee and former Palestinian envoy to Lebanon, said that the Palestinians may also demand the implementation of United Nations Resolution 181, which was adopted in 1947 and recommends the division of the British Mandate of Palestine into two states, one Jewish and one Arab, with the Jerusalem-Bethlehem area being under special international protection.
Zaki’s threat was made during an interview with the Jordanian newspaper Al-Ghad.
This was not the first threat of its kind by a top Fatah official in recent months, and it came fast on the heels of a threat last week by Fatah Central Committee member Nabil Shaath, who said that “there is a need to create and endorse new struggling tools, such as the popular resistance, and to increase our efforts in the international arena to isolate and punish Israel, prevent it from deepening its relations with the European Union and attempt to expel it from the United Nations.”
Zaki, who is also an elected member of the Palestinian Legislative Council, told the Jordanian paper: “If Israel insists on closing the doors to peace, as it is currently doing, peace and stability won’t be achieved in the region. We will then go to the United Nations and demand that we start from the beginning of the conflict, meaning going back to Resolution 181 and the armed struggle.”
The Fatah official said that Israeli “intransigence” and “aggression” would force the Palestinians to return to the pre-Oslo Accords period, including the option of waging an armed struggle against Israel.
Zaki said that the PA should not repeat the mistake of the past, when it engaged in a “deaf dialogue” with Israel for 18 years after the signing of the Oslo Accords.
“We shouldn’t give Israel more time,” he stressed. “We must start thinking of all forms of struggle and taking measures to make Israel pay a price for its aggressive practices.”
A senior Israeli official characterized Palestinian threats about a return to violence as a “serious problem.”
“The whole peace process with the Palestinians was based on a commitment by Yasser Arafat and the Palestinian leadership that the Palestinian national movement was going to abrogate violence and pursue engagement through negotiations. If they return to violence, they are taking us back to the days before the Oslo process,” he said.
The official termed this type of call a “huge problem and antithetical to the peace process.”

“Israel is hoping that these two issues would not be included in the talks, and this is a serious matter,” he said. “The conflict began for the sake of the refugees and escalated for Jerusalem. We don’t see a Palestine without Jerusalem and we believe that the pain and struggle won’t end without the right of return for those who lost their homes and lands.”
Reiterating the PA’s opposition to the idea of a Palestinian state with temporary borders, Zaki said that the Palestinians have already “paid everything for the sake of peace and it’s time to put an end to the bloody and violent conflict.”
He also did not rule out the possibility that Israel would wage another massive military operation against the Gaza Strip.
“This is our fate,” he added. “The Palestinians have become a testing field for modern weapons and Israeli adventures.”

Hamas Rulers Evict Gaza Residents, Tear Down Dozens Of Homes It Says Were Built Illegally
Hamas police wielding clubs beat and pushed residents out of dozens of homes in the southern Gaza town of Rafah on Sunday before knocking the buildings down with bulldozers, residents said.
Gaza's militant Hamas rulers said the homes were built illegally on government land. Newly homeless residents were furious over Palestinians on bulldozers razing Palestinian homes.
For years, Palestinians have criticized Israel for destroying houses, mostly because they were built without permits issued by the military. Now, Rafah residents complained, their own government, run by the Islamic militant Hamas that seized power in Gaza in July 2007, has done the same.
"They promised reform and change - instead they've destroyed our homes," shouted Miasar Gan, a 54-year-old woman. Gan said she and her husband had nowhere else to go.
"I found my mattress, and that's where I'll be sitting," she said, standing next to the concrete chunks - all that was left of her house.
Her neighbor, Nazira Abu Jara, 56, said policewomen wearing face veils typical of conservative Muslim women beat her with clubs until she fled her house with her husband and two children. "Neighbors help us get by with charity. We can't afford to build again," Abu Jara said.
Others picked through rubble to retrieve dusty clothing and mangled furniture.
Residents said between 30 and 40 homes were torn down, ranging from concrete structures to tin shacks. They did not know how many people were affected. Hamas officials did not allow reporters into the area until the demolition was over.
Residents said more demolitions in the area were expected Monday.
Even if they are allowed to rebuild, Israel does not allow most building materials into the territory it has blockaded since Hamas seized power. The newly homeless residents are unlikely to be able to afford the steep black market prices for concrete, steel and wood. Some of the families cannot afford rent.
Rafah's mayor, Issa Nashar, promised alternative housing. Gaza's housing minister Yousef al-Mansi said he had no information about such housing.

In the years 1920-1948 no Palestinian leader would contemplate either a bi-national, one-state arrangement with the Jews based on political parity or the partition of Palestine into two states, one for the Jews, the other for the Arabs. Indeed, in 1937, the Arab leadership flatly rejected the two-state solution, proposed by the British Peel Commission, which would have given the Zionists only 17 percent of Palestine. The pre-eminent Palestinian national leader during the 1930s and ’40s (and arguably in the 1920s as well), Haj Amin al Husseini, rejected all talk of compromise and consistently advocated substantially reducing the number of Jews already in the country (i.e., by mass deportation, or worse).
Nothing has changed since. The 1950s were a hiatus, while the Palestinians licked their wounds from 1948. But when they re-emerged politically under Yasser Arafat and Fatah/the PLO in the 1960s, and during the following two decades they flatly rejected all talk of a two-state solution, preferring the replacement of Israel either in one fell swoop or in stages by a Palestinian Arab state, possibly to include a small Jewish minority.
During the 1990s, the PLO played a devious, two-faced game of extracting concessions while pretending it had an interest in an eventual two-state solution, which, when offered by Barak (July 2000) and Clinton (December 2000), it promptly rejected. Since then, the ascendancy of Hamas, a fundamentalist organization dedicated openly to anti-Semitic principles and to the destruction of Israel and empowered formally by the general election of 2006 as the leading political force in the Palestinian territories, has assured the rejectionist trajectory of Palestinian political ambitions.
In other words, the Israeli peaceniks and their ragtag collection of parties and associations (Hermann usefully lists more than 100 of them in Appendix 1—but Peace Now is the only large one among them) were essentially in the business of shadow-boxing: from HaOlam Hazeh editor Uri Avnery in the 1950s on, they would issue manifestos and meet in European hotel lobbies with dissident Palestinian officials (who were later invariably gunned down by less peace- or at least dialogue-minded fellow Palestinians), sign on for this or that conciliatory initiative—and all for nothing. There was no real partner with a solid constituency across the divide, not the mendacious Arafat, who sought Israel’s destruction with all his heart and soul, not the Marxist George Habash of airplane-hijacking notoriety, and not the fundamentalists, who sought nothing more than to cast out the infidels and impose Sharia law over all of Palestine.
Given this reality, Israel’s peace movement—and Israel’s peace-minded political leaders, from Rabin and Peres, through Barak, Sharon (who evacuated the Gaza Strip), and Olmert (who, in negotiations with Palestinian Authority President Mahmoud Abbas, reportedly offered the Palestinians more than Clinton had, and, of course, was turned down flat)—cannot be held to account for the failure to achieve peace with the Palestinians (or, indeed, Syria, which, in 1994-1996 and again in 1999-2000, even when offered the Golan Heights, refused to sign on the dotted line). Hermann’s book—a work of otherwise fine political analysis and synthesis—never really makes this clear, which is its great failing.
Peace is not in Israel’s hands. It’s in the Arabs’ hands. And it’s clear from their actions that they take – the Arabs are not interested in peace with Israel. They are interest in a peace without Israel.

On January 16, 2010, Abbas announced that a major square in El-Bireh shall be named in honor of Mughrabi. The PA also named a Hebron girls’ school, a computers center, a summer camp and a sport tournament in honor of Mughrabi.
Abbas and Salam Fayyad authorize the transfer of monthly allowances to families of Palestinian “martyrs”/terrorists. They pay condolences visits to families of suicide bombers, acclaiming them as national heroes.
In 1994 Abbas instituted – as Arafat’s Deputy - an unprecedented system of hate-education through the PA-controlled school, media and mosque systems. Since January 2005 – when he replaced Arafat – Abbas has perpetuated the anti-Jewish, anti-Israel and anti-US hate education. Abbas coordinated PLO ties with ruthless Communist regimes, supervised the logistics of the 1972 Munich Massacre (11 Israeli athletes murdered), co-supervised the March 1973 murder of two US ambassadors in Sudan, was a key member of the Palestinian cell of the Muslim Brotherhood in Cairo and earned the nickname – “Mr. 20%” - due to his corruption.
Ignoring Abbas’ horrific track record of the last 50 years, and applying moral equivalence and even-handedness, constitutes a victory to wishful-thinking, rewarding terrorism, adding fuel to the fire of terrorism and Middle East turbulence, at the expense of peace and vital US interests.
