Yes you are probably right that passive resistance also wouldn't work, the Palestinians are in an impossible situation but targeting civilians will make it much worse.
The new active defense systems deployed on Israeli tanks makes anti-tank missiles obsolete, that's probably the reason they resorted to using it on a civilian target. The already astronomical military imbalance between the two sides is getting wider to the point that the only chance of hitting at Israel is to only target civilians. That's why peaceful resistance is the only viable form of resistance for the Palestinians, armed conflict only ends up boosting Israeli military and security industries.

Hezbollah obtains the vast majority of it's weapons through the Lebanese-Syrian border. So yes, international monitoring of the Gaza port is much simpler.
