Thrall isn’t necessarily enthused about Carter’s success with regard to Palestinians — obviously the author of the Carter Doctrine was not primarily concerned with human rights for Palestinians at that time. Surely Thrall’s point is more limited: Carter pushed and Israel backed up.
Had a treaty with Egypt not been signed, we”d all be living in a different world, and I’m not sure many Palestinians would be here with us.
