Headlines like that one used to be antisemitic. Fox seems to be using it as a selling point. Here's the Fox story's lead:

Well can that question be asked of Emanuel going off to fight for or serve Israel during Gulf War?

The “Israeli underground” referred to is Irgun, which was a Jewish terrorist organization. Now why isn’t the media referring to Emanuel as a “Zionist spokesperson” and highlighting his ties to Jewish terrorists? Compare the treatment of Khalid, who by rights should be the one being considered for position in an Obama administration, to the fawning treatment of Emanuel. And compare Obama’s treatment of Khalid to his treatment of Emanuel. Obama=Zionist Uncle Tom.
Oh man, they're playing the press like a violin with these targeted leaks.
Just today they got a "who might be who in an Obama cabinet" story on the AP. Pretty much everyone who's named is a swing state governor.
This is the same kind of thing…sop for the Jews in Florida and Philly.

If Obama chose Biden as VP to remove him from the senate and clear the way for some banking and credit card reform, that was great planning. There is no reason to put Emanuel in Obama's cabinet, or anywhere close to the president. If the rumor is true, it is a signal to Obama's base there will be no change on Middle East policies.
