Former head British spook says Israeli intelligence couldn’t be trusted

Here is a very important piece in today’s Ha’aretz quoting former British MI6 head Sir Richard Dearlove saying that his service did not trust the Israelis because they "play by different rules." This sentiment is shared in the U.S. intelligence community too. The Israelis are among the most "aggressive" services operating against us (See this GAO report on foreign intelligence activities in the '90s; Israel is Country B, right up there with the People's Republic of China), and they pursue their own agenda. The reason that there is so much opposition to Jonathan Pollard’s release, for example, is that there is a widespread belief in the community that the Israelis transferred some of the Pollard intelligence on the U.S. Navy to the Soviets in exchange for the release of Soviet Jews. (See Seymour Hersh's piece, "Why Pollard Should Never Be Released (The Traitor)" The New Yorker Magazine, January 18, 1999, pp. 26-33)

    At first blush, it seems unremarkable and obvious that EVERY “intelligence service” should distrust every OTHER I/S. The several national interests are not the same, and the degree of criminality/carelessness within these services is not the same. It is proper for any I/S to ask, [1] why trust the other I/S and [2] why trust all of its people?

    A driver might ask, do I trust the car? and do I trust its brakes?

    But, then, there is no space between the interests of the USA and Israel. How do we know? Israel’s friends tell us. They INSIST on this. It is used as an argument for ignoring USA’s interests (you know, “don’t even think about the USA’s interests; by definition they are the same as Israel’s”).

    It’s more than the fact that the Israelis gave our nuclear codes, the entire NATO defense strategy and the placement of every single one of our missile silos, their capacity, etc. to the Russians.

    It was that over 110 USA covert agents and their families were identified and killed, and Pollard’s info identified our humint assets in the USSR, who were killed as well. Something like 2500 in all.

    It was betrayal on a scale that could not be fully revealed because, even to this day, a lot of the stuff is classified. Richard Sale, who broke the story originally, wrote recently that he became friends with former Sec of Defense Caspar Weinberger after Weinberger retired. Weinberger could not even discuss Pollard without going off the deep end about him, and raving.

    What Pollard did is considered many magnitudes of gravity greater than what all the other top spies did together (Hansen, etc).

      Pollard was a civilian working for the Navy. I doubt that he had access to that sort of information. What kind of US covert Agents were killed? I assume CIA if you are talking behind the Iron Curtain.

      Pollard is a spy and if we were stilling hanging spies i’d be the first to cheer his death, but to say he was responsible for all that you are claiming is utter nonsense. Do you have any sources which collaborate this?

      I did a cursory search on the internet, I pray you aren’t basing these allegations on something written by Gordon Duff.

        It has never been released about just how much US national security was damaged by Pollards criminal and traitorous actions. Also never released how many US agents were killed around the world..

        And now we have Rep Weiner and Rep Frank and others pushing for his release. I really like Weiner on domestic issues. But when it comes to Israel he has his head up where the sun does not shine

          This is an interesting point that is being raised here. Pollard’s access to information was limited. But if someone else provided him with codes it could expand his normal security clearance. There is reason to believe that other agents inside the government were providing him with those access codes. He has never revealed who the other traitor was. Let him spend the rest of his life in jail until he squeals on his co-conspirators.

          Weinberger authored a 40-page, classified assessment of the damage Pollard’s actions caused to U.S. interests. A four-page version, which was not classified, compared Pollard to other well-known spies.

          In the unclassified version, Weinberger said it was difficult to conceive a greater harm to national security than what Pollard had caused. He said Pollard “both damaged and destroyed policies and national assets which have taken many years, great effort and enormous national resources to secure.”

Robinson Jr. sentenced Israeli spy Jonathan Pollard to life in prison. Weinberger submitted a 46-page classified declaration (“in camera”) of damage caused by Pollard in January 1987 (upon which this unclassified declaration was based).           I am Caspar W. Weinberger, Secretary of Defense. I offer this declaration to supplement my in camera submission, which detailed the nature and extent of the harm defendant has caused to our national security, and to make known to the Court additional facts which have been brought to my attention. I also wish to address the defendant’s self-serving contentions [.pdf] that his espionage activities were intended only to aid Israel, and the suggestion that his actions should be viewed as mere technical violations of laws intended to keep sensitive information from actual or potential enemies.

          It is difficult for me, even in the so-called “year of the spy,” to conceive of a greater harm to national security than that caused by the defendant in view of the breadth, the critical importance to the U.S., and the high sensitivity of the information he sold to Israel. That information was intentionally reserved by the United States for its own use, because to disclose it, to anyone or any nation, would cause the greatest harm to our national security. Our decisions to withhold and preserve certain intelligence information, and the sources and methods of its acquisition, either in total or in part, are taken with great care, as part of a plan for national defense and foreign policy which has been consistently applied throughout many administrations. The defendant took it upon himself unilaterally to reverse those policies. In so doing, he both damaged and destroyed policies and national assets which have taken many years, great effort and enormous national resources to secure. Moreover, in light of the defendant’s continued disclosures of sensitive information for publication by the press, there is ample cause to believe that Pollard will continue to divulge classified national defense information without restraint.

          I respectfully submit that any U.S. citizen, and in particular a trusted government official, who sells U.S. secrets to any foreign nation should not be punished merely as a common criminal. Rather, the punishment imposed should reflect the perfidy of the individual’s actions, the magnitude of the treason committed, and the needs of national security. Here, although the defendant had executed an oath to protect and safeguard classified information, he betrayed the public trust and the security of the United States in exchange for money. I believe these facts should be weighed heavily in fashioning the sentence to be imposed in order to protect the public confidence in our law, and restore the public’s confidence in our ability and commitment to protect U.S. security.

          It is also relevant that Pollard has recently analogized himself to an Israeli pilot shot down behind enemy lines, and has stated his hope that he will yet be able to immigrate to Israel. Whatever else his analogy suggests, it clearly indicates that his loyalty to Israel transcends his loyalty to the United States. Nor, apparently, does any residual loyalty to the United States persuade him that he should protect U.S. national defense information at all. Only a few days ago, on February 15, 1987, the Washington Post published an article about Pollard. That article contained information purporting to reflect U.S. intelligence efforts. While I do not intend publicly to confirm or deny the accuracy of those statements, it is beyond cavil that, if true, such information should never be made publicly available. The defendant initially denied having been the source of the information, but when confronted with a polygraph examination on February 25, he acknowledged that he had either provided or confirmed certain of the information contained in that article by talking to a journalist. I have no way of knowing whether he provided additional information not published in that article, but I believe that there can be no doubt that he can, and will, continue to disclose U.S. secrets without regard to the impact it may have on U.S. national defense or foreign policy. Only a period of incarceration commensurate with the enduring quality of the national defense information he can yet impart, will provide a measure of protection against further damage to the national security.

        “An Israeli intelligence official told me that some of the information was “so breathtaking” that it justified the risk Israel was taking in running an agent in Washington. Pollard’s handlers – including Air Force Brig. Gen. Aviem Sella, veteran intelligence agent Rafael Eitan and former science counselor at the Israeli Consulate in New York, Yosef Yagur – told him that he was “a one-man intelligence agency” for Israel, one source said.

        What Pollard did was to make virtually the entire U.S. intelligence-gathering apparatus available to Israel, completing the picture in those areas where Israel’s knowledge was limited. His Israeli contacts, knowing where Israel was in need of specific information, “tasked” Pollard on a weekly basis to obtain it, according to the American prosecutors.

        The Israeli government has maintained officially that the Pollard operation was “unauthorized,” part of a “rogue” unit that ran amok. Israel formally apologized to the United States and later cooperated in the investigation by making available for questioning to a visiting delegation of U.S. officials some of the Israeli operatives involved in the ring.

        Some American intelligence sources remain very skeptical about Israel’s denials. They argue that the unit that recruited Pollard, known as “Lekem,” was created years ago to collect scientific intelligence. They also assert that Israeli intelligence experts had to know that only an inside American agent could supply the massive quantity and quality of satellite photography that they were getting. Israel lacks that capability and Israeli experts knew the U.S. was not supplying that information to Israel officially.

        Israel had to set up a special unit in New York and Washington to obtain Pollard’s documents. Court documents show that Irit Erb, a secretary at the Israeli embassy in Washington, was given a second apartment where she operated sophisticated photocopying equipment for the documents provided by Pollard. Typically, he would deliver a large suitcase full of papers on a Friday evening on his way home from work and retrieve them on Sunday evening in order to return them to the appropriate national defense repositories the next morning.

        Pollard told me in interviews that he was motivated by his anger that the United States was withholding from Israel information that was vital to the security of the Jewish state. He had been a member of the American delegation on two official intelligence exchanges with Israel, so he had a good sense of what was being shared and what wasn’t.

        “I was very frustrated at the end of these two sessions. And the frustration builds,” he told me during a lengthy interview at the federal prison outside Petersburg, VA. Eventually, he added, his frustration became “relentless” and led him to pass to the Israeli government the information they were being denied – information he describes as “horrifying.”

    Between 1962-1963 the Senate Foreign Relations Committee subpoenaed internal reports of the American Zionist Council during its investigation into the activities of registered agents of foreign principals.     After the Justice Department ordered the American Zionist Council to register as a foreign agent in late 1962, it transferred responsibilities to the American Israel Public Affairs Committee, which refuses to register as a foreign agent of the Israeli government.

    On no issue is the JINSA/CSP hard line more evident than in its relentless campaign for war–not just with Iraq, but “total war,” as Michael Ledeen, one of the most influential JINSAns in Washington, put it last year. For this crew, “regime change” by any means necessary in Iraq, Iran, Syria, Saudi Arabia and the Palestinian Authority is an urgent imperative. Anyone who dissents–be it Colin Powell’s State Department, the CIA or career military officers–is committing heresy against articles of faith that effectively hold there is no difference between US and Israeli national security interests, and that the only way to assure continued safety and prosperity for both countries is through hegemony in the Middle East–a hegemony achieved with the traditional cold war recipe of feints, force, clientism and covert action.

    For example, the Pentagon’s Defense Policy Board–chaired by JINSA/CSP adviser and former Reagan Administration Defense Department official Richard Perle, and stacked with advisers from both groups–recently made news by listening to a briefing that cast Saudi Arabia as an enemy to be brought to heel through a number of potential mechanisms, many of which mirror JINSA’s recommendations, and which reflect the JINSA/CSP crowd’s preoccupation with Egypt. (The final slide of the Defense Policy Board presentation proposed that “Grand Strategy for the Middle East” should concentrate on “Iraq as the tactical pivot, Saudi Arabia as the strategic pivot [and] Egypt as the prize.”) Ledeen has been leading the charge for regime change in Iran, while old comrades like Andrew Marshall and Harold Rhode in the Pentagon’s Office of Net Assessment actively tinker with ways to re-engineer both the Iranian and Saudi governments. JINSA is also cheering the US military on as it tries to secure basing rights in the strategic Red Sea country of Eritrea, happily failing to mention that the once-promising secular regime of President Isaiais Afewerki continues to slide into the kind of repressive authoritarianism practiced by the “axis of evil” and its adjuncts.

    Indeed, there are some in military and intelligence circles who have taken to using “axis of evil” in reference to JINSA and CSP, along with venerable repositories of hawkish thinking like the American Enterprise Institute and the Hudson Institute, as well as defense contractors, conservative foundations and public relations entities underwritten by far-right American Zionists (all of which help to underwrite JINSA and CSP). It’s a milieu where ideology and money seamlessly blend: “Whenever you see someone identified in print or on TV as being with the Center for Security Policy or JINSA championing a position on the grounds of ideology or principle–which they are unquestionably doing with conviction–you are, nonetheless, not informed that they’re also providing a sort of cover for other ideologues who just happen to stand to profit from hewing to the Likudnik and Pax Americana lines,” says a veteran intelligence officer. He notes that while the United States has begun a phaseout of civilian aid to Israel that will end by 2007, government policy is to increase military aid by half the amount of civilian aid that’s cut each year–which is not only a boon to both the US and Israeli weapons industries but is also crucial to realizing the far right’s vision for missile defense and the Middle East.

        Fox News? Counterpunch and Antiwar.com are most definitely not hate site. Counterpunch has been especially effective in alerting the world that the baseless charge of antisemitism was being used to stifle debate on Israel. Their book from seven or so years back was must reading and has changed the tone of the debate over Israel.

        And also none of these charges have been debunked — they have been attacked, to be sure, and called urban legends but there has been no refutation.

      Another person to read is Richard Sale, the reporter who broke the story, and one of the finest intelligence reporters, ever, in the business.

      Of course, the wealth of info in Seymour Hersh’s New Yorker article (not to be sniffed at) and Philip Giraldi’s pieces on Pollard are legion. Colonel Lang covered Pollard as well, and as a former high-level military liaison between Israel and the USA for years, Lang packs about five tons of weight compared to the weight of the paper DBG is trolling off of.

      DBG is simply not credible on any of this (if he had to google for info at this stage in the game, you know he knows zilch about the issue, unlike some of us who were fully cognizant when the story broke in the 80s and have followed it since). The only thing DBG adds here is playing with his anti-semitism Pez dispenser.

        Intel operatives, both US Military and CIA, have slipped up in the time since Pollard’s sentencing about the damage done. The hint at the number of US operatives and their families killed was first published in the early 90s. Gordon Duff’s repeating of those numbers has been known to a certain number of military for well over a decade. The fact that DBG can’t locate the info speaks to his deficiency, not the truth. And I am not about to direct him to the publications. Let him do his own damn research. (Hint: Google doesn’t cut it anymore. Not since it changed its algorithms two months ago.)

          I too have been following the Pollard case since the mid-80s. It changed much of my views regarding Israel and still impacts my feelings towards them now. I was hoping Rafi Eitan would have been persecuted also, but to no avail :)

          I do have two questions, where did you find this info about Pollard being responsible for the deaths of CIA agents? In all of my research I haven’t come across this. Also what do you mean Google doesn’t cut it? which algorithm changes are you talking about?

          How about proving to me that Pollard was responsible for the death of 120 CIA assets. So far nothing in Hersh’s book says this, Sale doesn’t mention it. Looks like it is just Gordon Duff.

      The reason why Pollard wasn’t executed was because Dershowitz went to bat for him — in spite of Weinberger asking the court for his execution — and cut a deal in return for Israel returning what it got from Pollard. WHICH ISRAEL HAS NEVER DONE.

    The lobby line on Pollard’s release is that nobody knew about Alrich Ames at the time of Pollard’s conviction/plea deal and that it was really Ames’ treachery that caused the death of the US agent sources.

    Is it any surprise that Israel’s “allies”loathe the states intelligence community. look at the US the top three countries that spy on the US are in order Russia, China, and Israel. that’s right Israel spies on the US more than most of our enemies. it wouldn’t surprise me in the least if ISrael spent more time and effort spying on allies than enemies.
