What Did Rahm Emanuel Do in Israel in ’91?

From Ynet's coverage of Congressman Rahm Emanuel, the son of an Israeli immigrant, whom many see as Obama's likely chief of staff:

Congressman Rahm Emanuel… has served in
the Israel Defense Forces and even speaks a little Hebrew. ..

When Bill Clinton began his campaign for
presidency, he appointed Rahm Emanuel to direct the campaign's finance
committee. But Emanuel left when the Gulf War broke out, in order to
volunteer in the IDF.

He served in one of Israel's northern bases until the war ended, and
upon his return to the US became Clinton's advisor in the White House
for almost eight years.

Emanuel benefited from controversy two weeks before the [2002] primary, when a local Polish-American leader supporting [his opponent Nancy] Kaszak charged that Emanuel served in the Israeli army in 1991 during the Gulf War and suggested that he had dual loyalties. The charge was false–Emanuel is a U.S. citizen who volunteered as a civilian at an Israeli supply base–and Kaszak's campaign was thrown off-stride. Emanuel won…

I'm confused. And would like to know more. Like: does he think we're in the same war Israel's in?
