In a civil society, title to land determines who gets to live there. If the areas defined in the report are exclusively available to Jews, then there is a profound point to the report. If the areas defined in the report are available to Arab citizens as well as Jews, then the issue is a class issue, and the rhetoric of settlements is inappropriate. They can live there as Palestinians, which would mean that they move there as immigrants. If that was the case (which it's not at the moment), then Israel has no right to deny the Palestinian right of return. Everything works both ways. You can't use Israeli- Arabs as an argument, seeing as they were there from before the conception of Israel, which means they are neither there illegally, nor are they immigrants.
