Editor’s note: The following is an open letter by American healthcare professionals and students protesting the double standards of American health institutions in refusing to condemn the targeting of Palestinian medical facilities and personnel in Gaza.
The silence is deafening. As the humanitarian crisis in Palestine rages, the healthcare system crumbles, healthcare professionals continue to be targeted, and medical and health research institutions in America remain devastatingly silent. The refusal of these institutions to acknowledge the humanitarian crisis, the public violation of international humanitarian law, and the deliberate targeting of frontline healthcare workers has been disheartening, to say the least.
Those in power continuously disregard the war crimes committed against physicians, many of whom were trained by American medical institutions that choose to remain silent — the ultimate betrayal. In 109 days since October 7, universities across the nation have successfully alienated their Arab, Palestinian, Muslim, and allied communities with their silence and refusal to acknowledge the escalating atrocities inflicted on the Palestinian people. Student voices have been actively stifled as numerous medical and health research institutions continue to refuse to recognize the humanitarian crisis, often citing fears of supposed retaliation. Ethical and moral values preached during medical education were discarded when the genocide committed against Palestinians was brought into context.
Within a week following October 7, President Kenneth W. Freeman of Boston University School of Medicine sent an email stating, “We are appalled by and condemn the attack…on the State of Israel.” The Dean of Tufts University felt obliged to state that “the events that have come to light are pure barbarism” shortly after October 7. The UCLA Office of the Chancellor released an email to their students, residents, and faculty explicitly saying that October 7 was “a despicable attack that included the killing of children and the elderly,” and that it “joined UC leadership in condemning this attack.”
Yet all of these institutions and others continue to be silent now. Why are our institutions not joining together and condemning the humanitarian catastrophe inflicted on the Palestinian people for the past 109 days?
By December 10, WHO Director-General Tedros Ghebreyesus confirmed more than 449 attacks on healthcare facilities. According to the United Nations OCHA, as of December 16, 2023, only eight of all 36 hospitals in the Gaza Strip remain partially functional due to the Israeli bombardment. The Secretary-General of the United Nations revealed that as of January 15, 2024,152 UN staff members have been killed.
On January 15, the vicinity of Nasser Medical Complex in Khan Younis was destroyed by an air strike while Israeli tanks moved into the surrounding area, endangering the lives of patients and healthcare workers. The Palestinian Red Crescent Society (PRCS) reported that the IOF had surrounded their ambulance headquarters in Khan Younis on January 22, preventing them from reaching injured civilians. Al-Khair Hospital was raided and medical staff were arrested by the IOF, forcing men, women, and children sheltering at both Nasser Medical and Al-Khair Hospitals to evacuate and flee into heavy gunfire. Euro-Med Human Rights Monitor reports that at least 657 healthcare personnel have been targeted, including 301 deaths, while 208 medical facilities have been destroyed, including ambulances, and 115 journalists have been killed. Every day, these numbers grow as the bombs continue to drop.
Médecins Sans Frontières (Doctors Without Borders) has released statements pleading to the world to call for a ceasefire to save innocent civilians and healthcare personnel risking their lives on the front line. Avril Benoit, Executive Director of MSF-USA, stated, “We are also an international movement made up of people from more than 169 nationalities working in more than 70 countries. Many of our staff…have friends, family, and loved ones in Israel, Gaza, or both.”
The bombardment of medical facilities has caused a ripple throughout the globe. On November 16, Al-Jazeera reported and confirmed that “Israeli forces [had] launched a full-scale military raid” on Al-Shifa Hospital located in Gaza, destroying precious medical supplies. Within 24 hours, Al-Jazeera posted an update from MSF detailing the military siege on hospitals, including the Khalil Suleiman Hospital in Jenin, and the continuous efforts to block ambulances from reaching respective hospitals by Israeli soldiers.
Ironically, following the escalation of the humanitarian crisis in Gaza, medical institutions have gone quiet, and some have gone further and silenced their members.
On November 10, Columbia University suspended the chapters of both Students for Justice in Palestine and Jewish Voice for Peace, a violation of freedom of speech and a shameless response to students amplifying the S.O.S calls of fellow humanitarian workers.
President Naydeen González-De Jesús of San Antonio College attempted to force her administration to cancel a Teach-In series for Palestine that students had planned for October 24. The Vice President turned away almost 200 people on the day of the event as they claimed the title, “Teach-In for Palestine,” caused discomfort among some students. They disregarded the rights of their Arab, Muslim, and Jewish communities by violating their expressive activities policy.
On November 10, Dean Raymond Curry and Dean Kathleen Kashima of The University of Illinois College of Medicine permanently shut down several Slack channels that had served as messaging platforms that students used to raise awareness about the ongoing genocide in Palestine — a blatant violation of student rights.
On December 1, NYU’s Faculty for Justice in Palestine were forced to relocate their teach-in event off-campus after the Students Supporting Israel organization started a smear campaign against the event and were threatened with disciplinary action by NYU Campus of Safety and University Life. It’s clear that censorship remains deeply ingrained in American institutions.
The profound hypocrisy is not only embedded in healthcare institutions but also within the very foundation of American medicine itself. In April of 2022, former President Dr. Gerald Harmon of the American Medical Association (AMA) responded to the Ukraine-Russia war, stating that the AMA is calling for “an immediate ceasefire and an end to all attacks on health care workers and facilities” and that “targeting civilians and health care is unconscionable.” Yet, when it came to Palestinian civilians, the unconscionable became justifiable.
In March of 2022 the AMA Foundation granted $100,000 to the International Medical Corps and Heart to Heart International to “support their efforts in addressing the humanitarian crisis for citizens in Ukraine.” The AMA joined its physicians in providing support and aid for the humanitarian crisis in Ukraine and publicly acknowledged the inhumanity of targeting healthcare facilities. Where is that recognition, unity, and support now?
In terms of the genocide in Gaza, it is disappointing to see that this medical support is conditional.
Recently, on November 7, the AMA shut down its own members’ call for a ceasefire, which would halt attacks against hospitals and healthcare personnel. With hospitals running out of fuel, medicine, and electricity, physicians in besieged facilities in Gaza have had to resort to performing surgeries and amputations, most often on children, by phone lights, and without anesthesia. Regardless, AMA’s House of Delegates speaker denied delegates their full 90 seconds to speak about the resolution. This is a blatant attempt to silence those who carry the values upon which the so-called AMA is founded. This is a mockery of democracy and a refusal of some of the most influential physicians in the world to uphold the fundamental duty of protecting and valuing human life. Health personnel in Palestinian-occupied regions hail from all across the globe. Why is their location a death sentence?
In the end, students and healthcare workers alike are left to wonder what makes their lives worth so much less when their health institutions refuse to acknowledge a humanitarian crisis while the rest of the world is shouting and pleading. What makes their opinions less powerful? What makes them less human?
What happened to primum non nocere — first do no harm?
When did calling for a ceasefire become controversial?
Are we so passive that we’d rather take the path of least resistance?
The leaders of our medical and health research institutions do not represent their communities. Through their actions, these leaders fail to uphold the Hippocratic Oath’s sworn values. Healthcare is an unconditional human right. It’s time our leaders are held accountable for their roles in sustaining the preventable massacres inflicted upon innocent lives. It’s time for the leaders to follow the masses, who overwhelmingly support unconditional human rights and an immediate and permanent ceasefire. On behalf of healthcare students across the nation, on behalf of healers on the frontline, on behalf of the innocent people seeking refuge in healing hands — we are calling for a permanent ceasefire now.
