Obama threatens ‘significant negative consequences’ to Palestinians if they seek higher UN status

Netanyahu and Clinton
Netanyahu and Hillary Clinton

It’s been three years since Cairo, and Obama is now telling the Palestinians to drop dead. Harriet Sherwood in the Guardian reports on a disturbing gesture:

The United States has warned European governments against supporting a Palestinian bid for enhanced status at the United Nations, saying such a move “would be extremely counterproductive” and threatening “significant negative consequences” for the Palestinian Authority, including financial sanctions.

A US memorandum, seen by the Guardian, said Palestinian statehood “can only be achieved via direct negotiations with the Israelis” and urged European governments “to support [American] efforts” to block the bid. The message was communicated by officials to representatives of European governments at the UN general assembly (UNGA) in New York last week.

Palestinian officials accused the US of exerting “tremendous pressure” on European governments to oppose their bid for upgraded “non-member state” status at the UNGA

Writes my tipster, who doesn’t share my view of the Israel lobby as all-encircling:

Is this necessary? This is truly a disgusting clique sitting in the White House and State Department. The power of the lobby in the Democratic Party (no neo-con influence needed), but also insight into Obama. This says something about Obama, more than the lobby. He disdains and bullies the political weak wherever he meets them. He may want to level the playing field slightly, but he still wants all the spoils to go to the winners. And in his mind he is a winner.

This article set me off because it seems to go beyond what the politics requires. The US could be opposed without using all its power to crush the Palestinian effort, and worse to take revenge on the Palestinian administration, which you would think it would want to support.

And if I hear this line one more time–
Palestinian statehood “can only be achieved via direct negotiations with the Israelis.”

I feel as if George Orwell’s television screens from 1984 are now here, except the screens are in 1080i HD.

Israel: Palestinian economy not stable enough for independent state
Government report obtained by Haaretz, to be presented before donor meeting on Palestinian aid in Brussels, rules Palestinians are still dependent on foreign aid.
By Barak RavidTags: Palestinian AuthorityWest BankGazaPalestinians
Israel is expected to present a report Wednesday at a donor meeting on Palestinian aid in Brussels claiming that the Palestinian Authority is not sufficiently stable to meet the standards of a well-functioning state.
The 44-page report, written by the Foreign Ministry and several other government ministries, will be presented by the Israeli delegation to the representatives at the donor meeting, including Norwegian Foreign Minister Jonas Gahr Store who serves as the chairman of the committee, European Union foreign policy chief Catherine Ashton, and the Mideast Quartet envoy Tony Blair. A copy of the report was obtained by Haaretz.

The report specifies a long line of actions Israel has taken to aid the Palestinian economy in the West Bank and the Gaza Strip, but presents data showing that that the recent economic growth in the West Bank has stopped. Much of the data that is found in the Israeli report also appears in the report published last week by the World Bank.
Parts of the report are worded in a way that aims to make clear that the Palestinian economy is unable to support an independent state

      • Here is Livni on the settlers in “Ariel” who have to go if there is ever going to be a Palestinian state.
“Livni: My problem is that of security. Some said to me that there would be violence among my people if I evacuated them, but the pressure will be less if I give the right to choose. I cannot bear the responsibility of their life in case they are exposed to danger and then the army will have to interfere. ”
And here Israeli Foreign Minister Tzipi Livni insists on annexing the settlement of Ariel – which lies some 15 miles to the east of the Israeli border, deep in the West Bank: Livni: “The idea behind our desire to annex Ariel settlement was not to get more water but because thousands of people live there. We want to have an answer for those who have lived there for forty years.”
Those people are going nowhere. As always planned.

“Livni is recorded confirming what Palestinians have always accused Israeli governments of doing: creating facts on the ground to prevent the possibility of a viable Palestinian state in the West Bank and Gaza.”
When Mr Erekat asked Ms Livni: “Short of your jet fighters in my sky and your army on my territory, can I choose where I secure external defence?”. She replied: “No. In order to create your state you have to agree in advance with Israel – you have to choose not to have the right of choice afterwards. These are the basic pillars.”
“Israel takes more land [so] that the Palestinian state will be impossible . . . the Israel policy is to take more and more land day after day and that at the end of the day we’ll say that is impossible, we already have the land and we cannot create the state”. She conceded that it had been “the policy of the government for a really long time”.
Another choice comment from Livni, this one from a Nov. 13, 2007 meeting, where she and Abu Ala (Qurei) were discussing what should be included in the “terms of reference” for the upcoming Annapolis meeting (the eighth meeting on this question):
      AA: International law?
Livni : NO. I was the Minister of Justice. I am a lawyer…But I am against law — international law in particular. Law in general. If we want to make the agreement smaller, can we just drop some of these issues? Like international law, this will make the agreements easier.

Ask yourself this, as well, Barry Bots: You say he “cares” about I/P and Palestinians. Does that mean he doesn’t care for or is actually hostile to Yemeni’s, Pakistani’s, Libyans etc.? Cuz he orders the bombing of weddings and funerals in those countries. How is that people can convince themselves of a person’s “humanity” because he has (only) said some nice things about a group they care about, but willfully ignore that same person’s crimes and militarism regarding other groups, peoples and so on?’

What strikes one is that by the standards of diplomatic language these phrases convey a tone of hysteria: “extremely counterproductive” and “significant negative consequences.” The Israel Firsters in the Democratic Party must be going completely mental and shrieking at Obama and Clinton.

The main effect of this policy is to provide support for the extremist settlers and the entire Greater Israel agenda, and to crush any prospects of the Palestinians *ever* achieving nationhood within the two-state solution.

The formula “can only be achieved via direct negotiations with the Israelis” was designed by Israel Firsters like Dennis Ross to stall and sabotage all efforts at achieving a peace settlement from the very beginning. Israel has never had the slightest intention of achieving a peace settlement. It is counting on using the military power of the United States to clear the way for the construction of Greater Israel down the line — after whipping up a violent Clash of Civilizations between “the West” and Islam worldwide. That is the OBVIOUS game plan — how can anyone miss it? Obama and Clinton are powerless to stand up against this juggernaut.

  8. How could Palestinians have any more negative consequences than they already have? How could US/Israel worsen their prospects from what they are already subject to? The natives are not doing what they are told, so we must punish them more and threaten anyone who tries to help, even in the feeblest of ways.

“Why should European taxpayers support this?”

They must be so angry, but they’ll probably still give Israel 2 more subs to prove again how much they regret what was done to them. Today Israel was hinting that it needed 4 new destroyers to protect its offshore gas rigs from Hizbullah’s missiles. Hope Germany got the hint.

      • AlGhorear says:

And they’ll probably use those subs to prevent Lebanon from access to its own gas reserves:

Lebanon ready to drill for offshore gas: minister
        (AFP) – Sep 24, 2012
BEIRUT — Lebanon is technically ready to start drilling for offshore natural gas reserves, its energy minister said on Monday, after exploration in around half the country’s exclusive economic zone was completed.

“Lebanon has now reached the stage where it can start drilling for gas,” Gebran Bassil told journalists on a tour to an area in the south of the country where reserves are disputed with Israel and Cyprus.
The country “is technically ready to start issuing permits to enable extraction,” he said.

Two companies working with the Lebanese authorities that specialise in three-dimensional exploration have already surveyed around half the exclusive economic zone (EEZ), said Bassil.

They found a large number of gas reservoirs all along the coast.
The area off the southern coast alone contains 12 trillion cubic feet of natural gas, which if extracted “could be enough to cover Lebanon’s electricity production needs for 99 years,” the minister said.

The country suffers systematic power cuts, because of corruption and damage to old plants caused by the 1975-1990 civil war.
Gas and oil could also help pay off some of its accumulated debt.
In August 2011, parliament passed a law setting the country’s maritime boundary and EEZ, in which it has special rights to explore and exploit natural resources.

Lebanon has been slow to exploit its maritime resources compared with other eastern Mediterranean countries. Israel, Cyprus and Turkey are all much more advanced in drilling for oil and gas.

The country has submitted to the United Nations a maritime map that conflicts significantly with one proposed by Israel.

The disputed zone consists of about 854 square kilometres (330 square miles), and suspected energy reserves there could generate billions of dollars.

Asked whether Israel, which has started exploring an area near the Lebanese border, might try and hinder any exploration by Lebanon, Bassil said it was unlikely.

“Our presence here today proves that there is no threat to our investments or our right to these resources,” he said.
There are offshore gas reserves all along the coast, not only in the south, he said, noting drilling could start anywhere once demarcation issues with Cyprus are solved.

Meanwhile, the key obstacle before Lebanon starts issuing licences is internal. An administrative committee tasked by the government to develop oil and gas policy has yet to be set up, because of disputes over sectarian quotas.

He begins by making a lot of noise how he’ll slay the dragon at the UN and he’s saved by the bell that Obama rings about sanctions the Palestinians may have to suffer if they don’t make nice with Israel and postpone the application. Same monkey business as last year at this time and the year before that when the UN Human Right Commission was about to review and condemn Israel for Cast Lead, until Abbas stalled it under similar threats from the US and Israel.

The whole thing was a set-up.

The only problem with that theory is that Abbas already had accepted the jurisdiction of the ICC and filed a criminal complaint plus proof that Palestine was recognized by many of the Court’s member states:

Last month, Kashan and Palestinian Foreign Minister Riad al-Malki announced that they had submitted documents to Moreno-Ocampo that proved Palestine was a legal state with the right to request such a probe.

“Today we came to deliver a set of documents that shows that Palestine as a state … has the ability to present a case to the court and to ask for an investigation into crimes committed by the Israeli army,” Kashan said then. “We will deliver more information about war crimes and crimes against humanity — not only in Gaza during the last Israeli attack, but also from 2002 until this moment.”

Kashan said the documents included evidence of war crimes.

Malki said they had provided proof that Palestine was recognized as a state by 67 countries and had bilateral agreements with states in Latin America, Asia, Africa and Europe.

There will be negative consequences of course. As long as there is no Independent Palestinian State, Israel is will following Deuteronomy 20:15.

    • Kris says:

from Deuteronomy 20 (verses 16 and 17 pertain to Israel’s ethnic cleansing of the Palestinians):

10 When thou comest nigh unto a city to fight against it, then proclaim peace unto it.

11 And it shall be, if it make thee answer of peace, and open unto thee, then it shall be, that all the people that is found therein shall be tributaries unto thee, and they shall serve thee.

12 And if it will make no peace with thee, but will make war against thee, then thou shalt besiege it:

13 And when the LORD thy God hath delivered it into thine hands, thou shalt smite every male thereof with the edge of the sword:

14 But the women, and the little ones, and the cattle, and all that is in the city, even all the spoil thereof, shalt thou take unto thyself; and thou shalt eat the spoil of thine enemies, which the LORD thy God hath given thee.

15 Thus shalt thou do unto all the cities which are very far off from thee, which are not of the cities of these nations.

16 But of the cities of these people, which the LORD thy God doth give thee for an inheritance, thou shalt save alive nothing that breatheth:

17 But thou shalt utterly destroy them; namely, the Hittites, and the Amorites, the Canaanites, and the Perizzites, the Hivites, and the Jebusites; as the LORD thy God hath commanded thee:

18 That they teach you not to do after all their abominations, which they have done unto their gods; so should ye sin against the LORD your God.

19 When thou shalt besiege a city a long time, in making war against it to take it, thou shalt not destroy the trees thereof by forcing an axe against them: for thou mayest eat of them, and thou shalt not cut them down (for the tree of the field is man’s life) to employ them in the siege:

20 Only the trees which thou knowest that they be not trees for meat, thou shalt destroy and cut them down; and thou shalt build bulwarks against the city that maketh war with thee, until it be subdued.

Of course there’s a third choice. Evil that’s dim-witted — like our current foreign policy, and in particular, that portion of it incorporating support for Israel.

It does promote general misery and at the same time, fails to advance our national interest. Pretty hard to do worse than that.

  19. RE: “It’s been three years since Cairo, and Obama is now telling the Palestinians to drop dead.” ~ Weiss

MY COMMENT: The Likudnik Revisionist Zionists desperately want everyone to acknowledge “the Jews’ 4,000-year connection” to their homeland* [Judea and Samaria (a/k/a the occupied West Bank)] so that it will legitimate Israel’s continued colonization and ultimate annexation of the West Bank.
Consequently, the Likudniks were very upset by Obama’s having referred to the Holocaust, etc. as justifying Israel’s existence in his June 2009 Cairo speech. For instance, check out this whiny ‘hissy fit’ by Melanie Phillips in the Spectator on 6/04/09.
While the Holocaust, etc. might well justify the existence of Israel, the Eretz Israel crowd fears that the international community might not see the Holocaust as necessarily justifying Israel’s absorption of “Judea and Samaria”
[a/k/a the "disputed" West Bank (f/k/a the occupied West Bank)] . To remedy this, the Likudniks want the “Biblical narrative” used to justify Israel’s existence because they see it as being more specific to “Judea and Samaria”.
By referring to Israel as the ‘historic homeland’ of ‘the Jewish people’ in his 2010 speech to the U.N. General Assembly, Obama has – for the settlers in the West Bank and their supporters – acknowledged that “Judea and Samaria” is/are a legitimate part of Israel. That was probably the final nail in the coffin of the two-state solution. Of course, the two-state solution had long been in an advanced state of Rigor mortis, so a proper Christian burial was probably in order.
Obama is a Christian, right? I can never keep that straight.

    • P.P.S. A LITTLE BACKGROUND: “Grace Halsell: De-bunker of Christian Zionist Doctrine”, by Stuart Littlewood, Palestine Chronicle, 8/11/12

[EXCERPTS] Not long ago I quoted American journalist Grace Halsell in an article about the damaging influence of the Scofield Bible, not realising how sorely she was made to suffer for setting out the truth.
That article, ‘The Zionist cuckoos in Christianity’s nest’, showed how Cyrus Scofield corrupted the Biblical message and produced a propaganda classic that has been working its evil for 100 years.

Scofield, a convicted criminal and described by one American newspaper as “a shyster”, was commissioned to re-write the King James Bible by inserting Zionist-friendly notes. The idea was to change the Christian view of Zionism by creating and promoting a pro-Zionist sub-culture within Christianity. The Oxford University Press appointed Scofield as editor, and the Scofield Reference Bible was born.
It introduced a new worship icon, the modern State of Israel, which did not exist until 1948 but was already being ‘prepped’ on the drawing board of the World Zionist movement.
It appealed to the impressionable and was seized on by religious chancers who have used inappropriate methods to establish a large and dangerously un-Christian fringe to the Christianity movement. They call themselves Christian Zionists.
Here is how Grace Halsell explained the re-hashed Biblical message: “Simply stated it is this: Every act taken by Israel is orchestrated by God, and should be condoned, supported, and even praised by the rest of us. Never mind what Israel does, say the Christian Zionists. God wants this to happen…
“Scofield said that Christ cannot return to earth until certain events occur: The Jews must return to Palestine, gain control of Jerusalem and rebuild a temple, and then we all must engage in the final, great battle called Armageddon. Estimates vary, but most students of Armageddon theology agree that as a result of these relatively recent interpretations of Biblical scripture, 10 to 40 million Americans believe Palestine is God’s chosen land for the Jews.”
The problem, she said, was the belief system of Christian Zionists. “They believe that what Israel wants is what God wants. Therefore, it is perfectly acceptable to give the green light to whatever it is Israel wants and then conceal this from the American people. Anything, including lies, theft, even murder, is justified as long as Israel wants it.”
Those pseudo-Christians, who would have us all believe that God is some kind of racist real estate agent, thereafter made her life a misery. . .
