Why Is It Palestinians Must Pay the Price for Israeli ‘Civil War’?

Civil war in the news; Yahoo is fronting a story of the showdown between the IDF and settlers over a house in Hebron. Adam Horowitz writes:

Why is it that Palestinians are always the ones getting attacked in the middle of the "Israeli civil war"? Here we have Israeli settlers
responding to one house evacuation in Hebron by the Israeli government by instituting
a "price tag" policy on Palestinians
. Huh? The worst part:

Local sources, security officials and
Palestinian activists told YET that it seems all of Hebron was aflame,
adding that once the disputed house was evicted, the IDF and the police
have become almost completely indifferent to the violence against the
Palestinians, and have made no real attempt to stop the settlers from
rioting.

I just this minute had a phone call from a
Palestinian friend.  Settlers have blocked the Huarah checkpoint and are
throwing rocks at the Palestinians.  Palestinians can't get home (it's 7:30 PM
here).  The soldiers are standing by doing nothing.  Please phone:

The settlers are undoubtedly reacting to events in
Hebron today.  But they have no right to take their anger out on the
Palestinians.
 
If you are told when you phone either number above
(as I was) that the army is dealing with the problem, don't take it at face
value.  Protest that the army is not doing enough!
